Suidaniさん、Talifiluさんの来日は、彼らの要望を優先して面談を設定した。
私の希望として、議連会館での講演会と、日中関係の歴史を見て欲しかったので日比谷公園の孫文の展示を見てもらった。日本の過疎地、農業の現場として綾部に案内したのも私の案だ。
もう一つソロモン諸島をめぐる安全保障に関連して防衛省との面談を入れたかった。2021年からインド太平洋に展開する海上自衛隊の動きは私が作ってきたし、防衛省からの協力要請があって支援してきた経緯がある。2022年にメラネシア諸国を全部訪ね、トンガの地震災害支援にも私の情報が参照された。
安全保障といえば防衛省なのである。
なんと西正典元防衛事務次官とのアポがとれたのである。アポをとってくれたのはインド太平洋研究会に関心を持っていただいている、尾崎仁美さんだ。尾崎さんは仕事でソロモン諸島を訪ねたばかりでもあり、この地域に強い関心を持ち、かつかなり勉強している。
西氏との面談内容は中国の最近の情勢が中心であった。軍隊のないソロモン諸島に日本の自衛隊が協力の可能性は見出しづらいかもしれないが、広大な海洋安全保障や、サイバーなどの安全保障は自衛隊でなければダメだ。そこまで話は進まなかったが、Suidani さんとTalifiluさんには日本の防衛省が太平洋島嶼国に関心を持ち同志国である米豪NZなどと共に協力しようとしていることを理解いただけたと信じる。
Hon Suidani and Mr Talifilu came to Japan, and the interview was set up with priority given to their requests.
I wanted them to give a lecture at the parliamentary building and to see the history of Japan-China relations. I took them to see the Sun Yat-sen exhibit in Hibiya Park. It was also my idea to take them to Ayabe city as a depopulated area in Japan and a site of agriculture.
I also wanted to include a meeting with the Ministry of Defense in relation to the security situation in the Solomon Islands, as I have been making moves to deploy the Maritime Self-Defense Force in the Indo-Pacific since 2021, and have supported them in response to requests for cooperation from the Ministry of Defense. My information was also referenced in the Tongan earthquake relief efforts.I was able to make an appointment with Mr. Masanori Nishi, former Vice Minister of Defense.
The person who made the appointment was Ms. Hitomi Ozaki, who is interested in the Indo-Pacific Studies Group. Ms. Ozaki has just visited the Solomon Islands on business and has a strong interest in the region and has studied the region quite a bit.
The main topic of the interview with Mr. Nishi was the recent situation of China. It may be difficult to see the possibility of cooperation by Japan's Self-Defense Forces in the Solomon Islands, where there is no military, but the vast maritime security, cyber security, and other security issues must be handled by the Self-Defense Forces. Although the discussion did not go that far, I believe that Hon Suidani and Mr Talifilu understood that the Japanese Ministry of Defense is interested in Pacific island countries and is trying to cooperate with like-minded countries such as the U.S., Australia, and NZ.
