Adelbai大使には誰が偽情報を提供したのか早急に教えて欲しいとここで再度要請する。
なぜかと言えば偽情報を出しただけでなく、大使の手紙を黒塗りし、匿名で当方を誹謗中傷する手紙を発信するという行為は、異常な、すなわち犯罪者でなければしないから、である。
まさに私はパラオをめぐる犯罪者について、パラオ国家安全保障局アドバイザーとして、またそれ以前からJennifer Anson女史の依頼を受けて無償で、数千時間に及ぶ作業をしてきたのである。
2017年9月、私をパラオに呼んだのはAnson女史である。パラオの子供たちが麻薬の犠牲になっているので柔道で守っていきたい、協力して欲しいという要請であった。私がパラオを訪ねていることを知った故ナカムラ大統領からもランチの招待があり、２、３時間話を聞かされた。ナカムラ大統領からも同じ要請があったのだ。
「大麻はお金がないからしょうがない。でもアイス（メタフェタミン）はだめだ。あれは脳を破壊してしまう。リエコ博士助けて欲しい。」
Anson女史とナカムラ大統領のパラオでの社会的地位を考えればこの二人が同じ要請をした重い意味は理解できる。私に何ができるのかしばらく考え込んだ。
しばらくしてAnson女史から
「Masao Nishizonoを知っているか？」
という照会があった。英語のウィキにはあるが日本語にはない。韓国系日本人で1983年頃パラオに入り、空港開発に関わっている。その後裁判沙汰になり、1990年にアイライホテルで焼身自殺している。パラオに住む人は誰でも知っている話であった。
そして2019年、バヌアツパスポートを保持する中国人がパラオに入り、洪門会の親分、Wan Kuok-koiがレメンゲサウ大統領の客としてパラオ入りし、Hongmen Association in Palauが設立されアンガウルでのカジノライセンスが発行されたとのニュースが出る。
私はちょうどバヌアツを訪問したばかりだった。バヌアツでは仮想通貨詐欺の中国人６人組が中国警察によって送還さればかり。それをめぐるバヌアツ政府と中国マフィアの情報が飛び交っていた。それを取材しようとした現地カナダ人ジャーナリストはバヌアツ首相に呼び出され、職を失った。
詳細は書かないが、Anson女史から協力を依頼され、主に中国語と日本語のニュース、情報を収集分析するなど、無償の協力が２、３年続いた。その中で、日本のパラオ大使館、パラオ大使と日本の反社会組織との関係も確認できた。日本語や漢字がわからないとできない作業だ。今回の怪文書に関して、アデルバイ大使がそのような人たちに騙されている可能性も否定できない。
2021年Whipps政権が誕生し、米国が後押しする国家安全保障局ができ、Anson女史が責任者となり、私の役目を終わったと安堵していた。
ところが米国は新たな国家安全保障局に予算も人もつけず、Anson女史が一人で運営しなければならないので引き続きアドバイザーとして手伝って欲しい、との要請があった。主権国家の安全保障に触れる仕事は楽な作業ではない。日本の国家安全保障専門家を紹介したが、年間数千万円の報酬が必要だという。こんな命懸けの作業を無償でやる馬鹿は世界に私くらいしかいないのだ。
その後Anson女史は国家安全保障戦略を策定した。これが立派な内容なのである。安全保障とは何か？パラオの人々、歴史文化を守ることであることが明記されている。私もアドバイスを求められ多少貢献したようだ。自決権としてパラオが誰の支援を受けるかを決める。そこには日本も入っていた。
Anson女史から日本の国会議員や、関係省庁に周知し、日本の協力を要請して欲しいと指示があり、アドバイザーの立場で関係者と協議してきた。
Whipps政権下で創設された国家安全保障局のアドバイザーとして2021年から2年強、数千時間を無償で支援してきたのだが、 Anson女史からアドバイザーを依頼したことはなかったことにして欲しいとの連絡があった。どうやら自分の兄弟や米国人を雇ったことが理由で国内でかなり叩かれている。
私はAnson女史の要請で受けたパラオ国家安全保障局アドバイザーの立場で多くの人の協力も得てきたので、過去を否定することはできない事を伝えてある。
We request again here that Ambassador Adelbai urgently tell us who provided the disinformation.
Because not only did someone provide false information, but also blacked out the Ambassador's letter and sent out an anonymous letter slandering us, an act that would only be done by an extraordinary, i.e. criminal, person.
This is precisely what I have been doing for thousands of hours of work on criminals over Palau, both as an advisor to the Palau National Security Office and before that, at the request of Ms. Jennifer Anson, without compensation.
It was Ms. Anson who invited me to Palau in September 2017. She asked me to help her because Palauan children were being victimized by drugs and she wanted to protect them with judo. When the late President Nakamura learned of my visit to Palau, he invited me for lunch and we talked for a couple of hours. President Nakamura made the same request.
He said, "Marijuana is ok because there is no money for live. But not Ice (methamphetamine). It destroys the brain of children. Dr. Rieko, we need your help."
Considering the social status of Ms. Anson and President Nakamura in Palau society, it was understandable that their request was so important. I pondered for a while what I could do.
After a while, I received a message from Ms. Anson.
"Do you know Masao Nishizono?
The English wiki has him, but the Japanese wiki does not. He is a Korean-Japanese who entered Palau around 1983 and was involved in airport development. He later became involved in a court case and committed suicide by burning himself to death at the Airai Hotel in 1990. The story was known to everyone living in Palau.
Then in 2019, a Chinese national holding a Vanuatu passport entered Palau and Wan Kuok-koi, the head of the Hongmen Association, entered Palau as a guest of President Remengesau, the Hongmen Association in Palau was established and a casino license was issued in Angaur. The news comes out.
I had just visited Vanuatu. In Vanuatu, a group of six Chinese nationals involved in a virtual currency scam have just been extradited by the Chinese police. There was a flurry of information about it between the Vanuatu government and the Chinese mafia. A local Canadian journalist who tried to cover it was summoned by the Vanuatu Prime Minister and lost his job.
I will not go into details, but Ms. Anson asked me to cooperate with her, and my free cooperation continued for a couple of years, collecting and analyzing news and information mainly in Chinese and Japanese. In the process, we were also able to confirm the relationship between the Palauan Embassy in Japan and the Palauan Ambassador to Japan and Japanese organized criminal syndicates. This work could not be done without understanding the Japanese language and Chinese characters. Regarding this suspicious document, we cannot deny the possibility that Ambassador Adelbai has been deceived by such people.
I was relieved that my role was over after the Whipps administration came to power in 2021 and the U.S.-backed National Security Office was established, with Ms. Anson in charge.
However, the U.S. did not provide a budget or personnel for the new National Security Office and asked me to continue to help her as an advisor since she would have to run the office by herself. The task of dealing with the security of a sovereign nation is not an easy one. I introduced her to a Japanese national security expert, but he said that he needs to be paid tens of millions of yen a year for his services. I am the only person in the world who would be foolish enough to do such a life-threatening job for free.
Later, Ms. Anson developed a national security strategy. This is a magnificent document. What is security? It clearly states that it is to protect Palau's people, history, and culture. I was asked to give advice, and it seems I contributed somewhat. As a right of self-determination, Palau decides who to receive support from. Japan was included there.
Ms. Anson instructed me to inform the Japanese parliamentarians and relevant ministries and agencies and request Japan's cooperation, and in my capacity as an advisor, I have been discussing this with the relevant parties.
I had provided thousands of hours of support as an advisor to the National Security Office, created under the Whipps administration, for a little more than two years starting in 2021, without compensation, but Ms. Anson informed me that she had asked me to pretend that she had never asked me to be an advisor. Apparently, she has been hit pretty hard domestically for hiring her own brother and an American.
I have told her that I cannot deny the past, as I have received the cooperation of many people in my capacity as an advisor to the Palau National Security Office, which I accepted at Ms. Anson's request.
