ソロモン諸島の友人から
「空港に着いてから私のマライタの家まで、日本のODAによるインフラだらけなんだ。日本はソロモン諸島に長年支援してきたんだ。中国の比ではないんだよ。米豪よりソロモン諸島のために支援しているんだよ。宣伝が下手なんよ。」
多少の外交辞令があるとしても、日本の支援は事実であろう。特にソロモン諸島には日本の漁業基地、ソロモンタイヨーなどがあったのだ。Forum Fisheries Agencyがソロモン諸島にあるのはその名残である。
他のソロモン諸島の友人からも「日本はずーっと支援してきてくれたんだよ。表を作成してみないか？」と言われここ数日外務省のODAデータから数字を引っ張り出して表を作成した。
1978年から2020年まで。データがなかったり事業が行われていなかったり、また金額が複数年の箇所があるが、凡そ500億円を超える支援が行われてきた。42年間だから毎年12億円だ。
豪州がソロモン諸島に一番多額の支援を行っているがほとんどがコンサルタント費用とかRAMSI関係だと聞いている。きっと正式な評価・報告書があるのだと思う。

From a friend in the Solomon Islands.
'From the moment I arrive at the airport to my Malaita home, there's infrastructure all over the place, all of it funded by Japanese ODA. Japan has been supporting the Solomon Islands for many years. It's nothing compared to China. Japan has done more for the Solomon Islands than the US and Australia. Japan is not a good promoter."
Even if there is some diplomatic overtones, Japan's support is probably true. In particular, there were Japanese fishing bases in the Solomon Islands, such as Solomon Taiyo, of which the Forum Fisheries Agency is a remnant in the Solomon Islands.
Other Solomon Islands friends have told me, "Japan has been supporting us all along. Why don't you make a ODA data table?" So over the past few days I have been pulling out figures from the Ministry of Foreign Affairs' ODA data and compiling a table.
From 1978 to 2020. There are some missing data or projects, and some amounts are for more than one year, but the assistance has been in excess of 50 billion yen (about 500 million AUD) 12billion yen (12 million AUD)every year for 42 years.
Australia has provided the largest amount of assistance to Solomon Islands, but I understand that most of it is for consultancy and RAMSI-related costs. I am sure there must be a formal evaluation and report.
