ソロモン諸島の独立は、日本の水産業、具体的には大洋漁業と共にあったのである。エリザベス女王はソロモン諸島独立に際して経済的にやっていけるのかどうか、現地のソロモン大洋の職員から説明を受けたという記録も確認した。
EEZ制度は日本漁業会社に大きな負担を強いることになり、ソロモン大洋は撤退。今回の来日でSuidaniさんとCelsus さんから特別な希望があった。マライタで検討されている缶詰会社の支援の可能性だ。
私は水産庁とOFCF そして焼津の漁業会社を案内することができた。
水産庁が政策担当であればOFCFは現場で具体的な技術支援をするセミ政府組織である。
一時間以上にわたる議論となったが、まずはSuindaiさんたちが日本の支援制度を理解された意義は大きかったと思う。
州政府ではなく、国レベルから具体的支援要請がないと日本も動けないのだ。即ちマライタ州の要請がソロモン諸島国家の要請となって出てくることがまず必要である。
それには州知事から中央政府への要請が出ることが必要だ。
Suidaniさんは中国の支援を嫌っており、自分が知事になった場合は日本の支援を要請するということであった。（これを書いているのは2024年4月21日で選挙の後である。スイダニさんの州知事復活は確実なようだ。あとは首相が誰になるか、である。）

The independence of the Solomon Islands was in conjunction with the Japanese fishing industry, specifically the Taiyo Fishery. Records also confirm that Queen Elizabeth was briefed by local Solomon Taiyo staff on whether they could make it economically on the occasion of Solomon Islands independence.
The EEZ system placed a heavy burden on Japanese fishing companies and Solomon Taiyo withdrew from the country. It was a special request from Mr Suidani and Mr Celsus on this visit to Japan. That was the possibility of supporting a canning company being considered in Malaita.
I was able to take them to the Japan Fisheries Agency, the OFCF and a fishing company in Yaizu.
While the Fisheries Agency is in charge of policy, the OFCF is a semi-governmental organisation that provides concrete technical assistance on the ground.
The discussion lasted more than an hour, but I think it was significant that Suindai san and Celsus san first gained an understanding of Japan's support system.
Japan cannot move without a specific request for assistance from the national level, not from the state government. In other words, it is first necessary for the request of Malaita Province to become the request of the Solomon Islands nation.
For this to happen, a request from the provincial governor to the central government needs to be issued.
Mr Suidani was not happy with Chinese support and said that if he became governor he would request Japanese support. (This is being written on 21 April 2024, after the elections. Suidani's return as governor seems certain. Now it remains to be seen who the Prime Minister will be).
