I have been so preoccupied with developments in the Micronesian region that I have not been following the Melanesian Subregional Group , which includes the Solomon Islands and Vanuatu, which are almost completely entangled with China. It's the Melanesia Spearhead Group (MSG), headquartered in Vanuatu, founded in 1986. Its member countries are Fiji, Vanuatu, Solomon Islands, Papua New Guinea, and the Kanak Liberation Front (Front De Liberational De Nationale Kanak Et Solcialiste) in New Caledonia.The MSG will announce its Melanesian Regional Security Strategy by the end of this year.

MSG安全保障会議、今年後半にフィジーで地域安全保障戦略を最終決定することに合意
バヌアツ、ポルト・ヴィラ（2022 年 6 月 16 日）。第4回メラネシア先鋒グループ（MSG）地域安全保障戦略作業部会会議（RSSWG）は、2022年6月9日木曜日にバリで審議を終了し、年内にフィジーで総括セッションを開催して安全保障戦略文書を完成させることに合意した。
MSG事務局のLeonard Louma事務局長（OBE）は、開会の辞で、MSG代表団に対し、ASEAN地域安全保障条約という画期的な条約を生んだバリの協力精神を呼び起こし、MSG地域安全保障戦略の締結に役立ててほしいと呼びかけました。
バリが1976年の東南アジア友好協力条約という非常に重要な地域安全保障の取り決めを生んだことは、私には忘れられていない。これはASEANの安全保障アーキテクチャーの重要な要素を形成している」と述べた。
事務局長は、「私は、このバリの集団行動の精神を受け入れ、別の安全保障協定（ただし、今回はMSG地域）の締結と構築に弾みをつけることができればと願っている」と付け加えた。
この地域の安全保障空間における最近の進展を背景に、事務局長はMSGのRSS作業部会に対し、RSSプロセスを通じてこうした安全保障のダイナミクスに積極的に取り組むよう促した。また、「このMSGの地域安全保障戦略の推進役は皆さんです。安全保障アーキテクチャーの枠組みや、地域の安全保障問題に関するシナリオは、皆さんによって決定されなければならない」と述べた。
第4回MSG RSS作業部会は、2019年にフィジーのナンディで開催された第3回会合から到達した5つの戦略的優先事項をさらに精緻化した。これらは以下の通りです。
1 安全かつ確実な国境と海域を維持する。
2 MSG地域におけるサイバー空間に対するガバナンスを強化する。
3 地域におけるトランスナショナル犯罪に対抗するための制度的発展と地域協力の強化。
4 地域内の災害に対応する強固でプロアクティブなメカニズムを開発・強化する。
5 気候変動リスクを管理し、地域内の気候変動対策に優先順位をつけ、調整するための強固で積極的なメカニズムを開発し、強化すること。
フィジーからの提案として、6番目の優先事項として保健を含めることが指摘され、RSS作業部会は原則的に同意するものの、フィジーでの総括会合に向けてメンバーからの最終文書を正式決定する前に、これを各国の関係当局に照会して正式に検討してもらうことを決議した。
事務局長は、ワーキンググループが特定し、MSGのRSS文書に列挙された優先事項を認識した上で、「RSSワーキンググループは、我々のニーズと共通の関心に基づいて、特定された共通の安全保障上の課題に取り組むため、世界、地域、国内を考慮しながら問題や対応を文脈化して適切かつ適切な戦略を考案することが不可欠である」と述べました。
優先事項1（安全かつ確実な国境と海域の維持）では、事務局長が、バヌアツのイニシアチブが現在、国際司法裁判所（ICJ）で審議されていることに言及し、加盟国がこれに対して集団的支援を与えることを検討するよう勧告しました。
RSS作業部会はまた、事務局がノンペーパーとして提出した「相互尊重、責任、協力、友好のMSGコンコード」のアイデアに関するコンセプトノートも検討した。ワーキンググループは、フィジーでの総括会合に先立ち、加盟国からの最終見解と指針を事務局に送る前に、これを各国の関係当局に戻し、正式に検討させることを決議した。

バヌアツ、ポートビラ（2022 年 6 月 10 日）。第4回メラネシアン・スピアヘッド・グループ（MSG）地域安全保障戦略作業部会（RSSWG）は、インドネシアのバリ島で成功裏に閉幕した。
Leonard Louma事務局長率いるMSG事務局のチームは、上級顧問のChris Waiwori氏とプログラム・マネージャー（政治・安全保障担当）のIlan Kiloe氏らとともに、1週間に及ぶ会合に参加した地域の治安当局のトップたちの一人である。参加者には、フィジー、パプアニューギニア、ソロモン諸島、バヌアツの代表者が含まれています。
RSSの総括会議は、今年後半にフィジーで開催される予定です。

MSG SECURITY MEETING AGREES TO FINALISE REGIONAL SECURITY STRATEGY IN FIJI LATER THIS YEAR
PORT VILA, VANUATU (16 June 2022): The 4th Melanesian Spearhead Group (MSG) Regional Security Strategy Working Group Meeting (RSSWG) concluded its deliberations on Thursday 9 June 2022 in Bali, with an agreement that a wrap-up session would be held in Fiji before the end of the year to finalise the Security Strategy Document.
In his opening address, the Director General of the MSG Secretariat, Mr Leonard Louma, OBE implored the MSG Delegates to invoke the Bali spirit of cooperation that gave birth to a landmark ASEAN regional security treaty, namely the Treaty of Amity and Cooperation to help them conclude the MSG Regional Security Strategy.
He said, “It has not been lost on me that Bali gave birth to a very important regional security arrangement in the form of the 1976 Treaty of Amity and Cooperation in South East Asia. This forms an important element of ASEAN’s security architecture”.
“I hope we can embrace this Bali spirit of collective action to spur us into concluding and framing another security arrangement – but this time for the MSG region,” the Director General added.
Against the backdrop of recent developments in our region’s security space, he urged the MSG RSS Working Group to take a pro-active stance on addressing these security dynamics through the RSS process. He said, “You are the drivers of this MSG Regional Security Strategy. The framing of the security architecture and narrative on security issues in our region must be determined by you”.
The 4th MSG RSS Working Group further refined the five strategic priorities arrived at from its third meeting in Nadi, Fiji, in 2019. These are:
1 Maintain safe and secure borders and maritime domains;
2 Strengthen governance over cyber space in the MSG region;
3 Enhance institutional development and regional cooperation to combat transnational crime in the region;
4 Develop and strengthen robust, proactive mechanisms responsive to disasters within the region;
5 Develop and strengthen robust, proactive mechanisms for managing climate risk, and prioritizing and coordinating climate change actions within the region.
A suggestion by Fiji to include Health as the sixth priority was noted and while agreeing in principle the RSS Working Group resolved to have this referred back to their relevant authorities in the capitals for formal consideration before final texts from Members are formalized ahead of the wrap-up session in Fiji.
In acknowledging the priorities identified by the Working Group and enumerated in the current MSG RSS document, the Director General stated, “It is incumbent for the RSS Working Group to devise appropriate and relevant strategies to address these identified common security challenges based on our needs and common interests by contextualizing the issues and responses against global, regional and national considerations”.
Under Priority one, which is maintaining safe and secure borders and maritime domains, the Director General noted that a Vanuatu initiative is currently before the International Court of Justice (ICJ) and recommended that members consider giving collective support to it.
The RSS Working Group also considered a Concept Note tabled as a Non-Paper by the Secretariat on theidea of an MSG Concord of Mutual Respect, Responsibility, Cooperation and Amity. The Working Group resolved to have this referred back to their relevant authorities in the capitals for formal consideration before final views and guidance from Members can be forwarded to the Secretariat ahead of the wrap up session in Fiji.
The Director General thanked the Chair of the RSS Working Group Mr Manasa Lesuma of Fiji, esteemed
delegates and Members of the RSS Working Group and the hosts, the Indonesian Government, through the Indonesian National Police for the successful hosting of the 4th RSS Working Group meeting and looked forward to working closely with Members in finalising the MSG Regional Security Strategy.
4th MELANESIAN SPEARHEAD GROUP (MSG) REGIONAL SECURITY STRATEGY WORKING GROUP (RSSWG) MEETING CONCLUDES IN BALI, INDONESIA
PORT VILA, VANUATU (10 June 2022): The 4th Melanesian Spearhead Group (MSG) Regional Security Strategy Working Group (RSSWG) has successfully came to a close in Bali, Indonesia.
A team from the MSG Secretariat led by the Director General Leonard Louma and comprising the Senior Executive Adviser, Chris Waiwori and Programme Manager, Political and Security Affairs, Ilan Kiloe, were among the region’s top security officials that attended the week-long meeting. Participants included representatives from Fiji, Papua New Guinea, Solomon Islands and Vanuatu.
The wrap-up meeting of the RSS will be held in Fiji later in the year.
